Yes Fox Fur is a dragon ridre. She never realized she was joined and apparently neither did Lazer. Being a god girl she sent herself straight to rider school. Of course Foxy will not be doing flight training. That is not how Lazer's power works. Neither will Wirley and Tusker for that matter they are exceptions. These are Dragons with special abilities. Didi and Shadow belong in this category.
